The Europe 2020 Strategy

Europe 2020 is the European Union’s ten-year jobs and growth strategy.

It was launched in 2010 to create the conditions for smart, sustainable and inclusive growth: smart, through more effective investments in education, research and innovation; sustainable, thanks to a decisive move towards a low-carbon economy; inclusive, with a strong emphasis on job creation and poverty reduction. The strategy is focused on five ambitious goals in the areas of employment, innovation, education, poverty reduction and climate/energy.
The success of the Europe 2020 strategy crucially depends on the ability of EU Member States to play their part in implementing the necessary reforms at national level to boost growth.

The Italian Partnership Agreement

The Partnership Agreement is a document, prepared by each Member State and approved by the Commission, defining the strategy and priorities of that Member State and the arrangements for the effective and efficient use of the ESI Funds in order to pursue the Union Strategy for smart, sustainable and inclusive growth.

On 15th July 2022, the European Commission approved Italy’s Partnership Agreement 21-27 [Commission Implementing Decision C(2022)].

The Agreement defines strategies, methods and priorities for the allocation of resources co-financed by
the European Funds for Cohesion Policies 2021-2027 [approximately € 75 billion].

In distributing funds, particular attention is given to the most fragile socio-economic and geographical areas and contexts. For this reason, the Italian regions are classified in three categories: more developed [regions of Central-Northern Italy], in transition [Abruzzo, Umbria and Marche] and less developed [regions of the Mezzogiorno].

S3 Veneto 2021-2027 Structure

Compared to the previous Strategy, the S3 Veneto 2021-2027 provides a three-block structure [areas, drivers and missions], more articulated and suitable to represent the needs emerged, as well as in coherence with the guidelines of the National Plans.

Two new areas:
Smart Health, to give particular attention to the thematic Health and Wellbeing, as well as natural consequence of the historical period characterized by the pandemic crisis;
Smart Destination, an area that reflects the needs of a territory that recognizes in the tourist and hospitality theme one of the main world attractions for the Veneto.
