With the Programme Widening participation and strengthening the European Research Area, the Commission intends to strengthen collaboration across Europe, contribute to the widening of the participation of Widening Countries in the Framework Programme and to the improvement of their capacities in research and innovation, as well as to support the reforms of national policies on strengthening the European Research Area.

Under Horizon Europe, the following countries are considered Widening: the EU Member States Bulgaria, Croatia, Cyprus, Czechia, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia, and all Associated Countries with equivalent characteristics in terms of R&I performance.

Twinning action supports in particular projects aimed at strengthening scientific excellence and innovation capacity in a defined research area as well as the scientific quality of the partners involved in the collaborations. It is foreseen the participation of a research institution located in a Widening Country, which will act as coordinator, and at least two other internationally leading institutions/bodies located in other Member States or Associated Countries.

The research activity must concern the implementation of joint research projects, new or ongoing, in the chosen field, highlighting the impact of twinning on the advance of research.

The proposal should include a comprehensive set of measures to be supported, such as staff exchange, expert visits, short-term training and workshops, conference attendance, dissemination of results, but also focus on consolidating the research management and administrative skills of the coordinating institution.

From Twinning and networking actions are expected, in particular, the improvement of excellence capacity and resources of the coordinating institution, the raising of its reputation and attractiveness, as well as the strengthening of the research management capacities and administrative skills of the institution’s staff.

The action is a Coordination Support Action [CSA], i.e. a funding scheme sustaining activities that contribute to the objectives of Horizon Europe programme, normally excluding research and innovation activities.

The contribution allocated by the Commission for this call amounts to 149 M€, with funding per proposal expected to be between 0,8 to 1,5 M€ and with at least 70% of the budget assigned to the coordinating body. The maximum project duration is 3 years.

The EC financial contribution will take the form of the reimbursement of up to 100% of the total eligible and approved direct costs and a flat rate of 25% for indirect costs calculated on the total eligible direct costs [excluding the direct costs for subcontracting, financial support to third parties and any costs or lump sums which include indirect costs].

All the proposals will be evaluated by international experts according to the following criteria:
– excellence: i.e. evaluation of clarity and pertinence of the objectives, as well as assessment of the proposed coordination and support measures;
– impact:  i.e. assessment of credibility of the pathways undertaken to achieve the expected outcomes and impacts and the potential significant contributions from the project.
– quality and efficiency of the research implementation: i.e. analysis of quality and effectiveness of the work plan, assessment of risks, commitment and resources invested in the project.
